Feature: Support alternate target branches via azure plugin

We are attempting to build a new feature set to a specific feature branch.
microsoft/fluentui#34121

It seems that monosize does not support N baselines via the azure plugin, so we are unable to add alternate branches for bundle size comparison.

• PR against that feature branch fails

@layershifter please correct me if I'm mistaken but for this functionality we would need to store another baseline per specific feature branch. that's why it's failing on obtaining that commitSha right ?

Either way we should improve the error message as this one is not straightforward to understand

right that part should be handled in more defensive way, but the use-case we are talking here won't have base report in that feature branch, as we upload baseline only within default branch.

Got it. Yeah, it will work once there is data for a feature branch i.e. once upload report was executed for it.

This was designed to support scenarios with versioned branches i.e. main + v7 + v8.
