XNNPACK startup regression coverage: a scoped follow-up contribution

Hi ONNX Runtime team,

Following the merge of my XNNPACK allocator-initialization fix, #32489, I'd like to identify one useful follow-up in startup reliability.

The PR added a fresh-process concurrency regression, but its description also records limits: initialization-failure retry was not fault-injection tested, and the subprocess test is unavailable on iOS/WASM. Before proposing more code, I would like to check the existing coverage with the relevant owner and agree on one missing, reproducible case, if any. My preference would be a focused test or reproducer rather than a broader allocator refactor.

I work on ML infrastructure, model deployment and inference reliability. Who is the best person or working group to coordinate this with, and what contribution/review path would be appropriate for someone aiming toward scoped stewardship over time? I'm looking for a useful next contribution, without assuming a maintainer opening or requesting permissions.
