[Documentation] Cuda version for default onnxruntime-gpu is wrong

Describe the documentation issue

The ONNX Runtime installation documentation currently states that the default CUDA version is 11.8 (see here). However, this is outdated, as the latest published versions now come with CUDA 12.x.
