Description: This PR updates the Linux-GPU-EP_Perf pipeline to build ORT from source by default.
Motivation and Context
The pipeline is currently configured to pull the latest available
ort_gpupython wheel by default, which may not always reflect the latest ORT build. This PR ensures that the latest ORT is always used by default.
