### Description Change webgpu CI pipeline to use a preinstalled chrome. Hopefully it can increase the stability. Now the chrome got from puppeteer often failed to start.

Description
Change webgpu CI pipeline to use a preinstalled chrome. Hopefully it can increase the stability. Now the chrome got from puppeteer often failed to start. We don't know why.
