Description
As a follow up of #19788, remove more remaining Windows ARM32 build jobs.
Motivation and Context
Our nuget packaging pipeline is failing because it could not find an artifact for Win ARM32.
Deprecation of Win ARM32 was announced by Windows team in January 2023. We should follow it.
