Pull request overview

Adds a GitHub Actions job to cover the Linux TensorRT CUDA “minimal build” configuration in this repo’s CI, intended to replace reliance on the Linux_TRT_Minimal_CUDA_Test_CI Azure Pipeline run (especially for external PRs).

Changes:

  • Added a new build-only workflow job for a TensorRT + CUDA minimal build configuration.
  • Configured the new job to skip test execution and not upload build outputs.

Those pipelines have been replaced by workflows in
#28192 and
#28194

TODO: remove those pipelines from required pipelines for pull request,
and add "ONNX Runtime Windows GPU Doc Gen CI / Windows GPU Kernel
Documentation Validation" instead.
