Description
Limit CUDA compile concurrency for NodeJS build to 1.
Motivation and Context
NodeJS is hanging on Nuget CUDA 13 pipeline.
#28736 introduced a hack fix that explicitly limited concurrency for CUDA compilation for some tasks, but did not apply it to NodeJS. Apply the same hack to NodeJS.
