Issue: No tests to validate .NET Core 3.0 nuget projects
Fix: Bump cswinrt version to 0.1.0-prerelease.200629.3 and Add tests for .NET Core.
Note: .NET Framework 4.7.2 issues are still present and tracked by microsoft/CsWinRT#335
