• other changes:
  • all changes that align with new ESLint rules, like naming conventions
  • removed run time dependency of test library 'chai'. now only tests depend on it.

  • (UPDATED) apply ESLint rules: filename-case and header. Either this PR or [wasm] fix and unify WebAssembly target name #7549 (the late merged one) should resolve filename case rule for onnxruntime_wasm in .eslintrc.json.
