petri: support pipette on linux direct tests on aarch64

This doesn't work because `wait_for_rts` isn't supported with our quasi-PL011 emulator in Linux. We may need to move to offering vsock via some other way, or offer vsock with vmbus, implement a full featured PL011, or something else like virtio-serial.
