This PR reverts a previous change that disabled Hyper-V ARM tests in the CI pipeline, now that updated runners are available to support these tests.
- Re-enables Hyper-V tests for aarch64-windows platform by removing the test filter exclusion
- Restores the original test configuration that runs all tests without filtering out Hyper-V specific tests
