chore: prefer base config

Part of microsoft/playwright#37320. I was looking at the https://github.com/payloadcms/payload repository, and we enable playwright.bail.config.ts by default. In the CLI, we default to playwright.config.ts, so we should do the same here. Our current logic was already doing this correctly for all files that are lexicographically larger than playwright.config.ts, but .bail is smaller than .config :D
