[Bug]: Installing playwright --with-deps fails in GitHub Runner

Steps to reproduce

Use the CLI to install dependencies.

      - name: Install Playwright Browsers
        working-directory: playwright/
        run: npx playwright install --with-deps

Expected behavior

Installing playwright and browsers. It was working fine until last week, but it broke over the weekend

@michelecoco Can you link to a workflow run? It seems like apt-get is failing.

Looking at our bots, there are only 28 repositories being fetched. Perhaps you are messing around with apt-get settings, adding custom repositories?

Thanks for the askubuntu link, I had already seen that post and tried adding this step to the workflow:

      - name: Apt get update (fix repository label changes)
        run: sudo apt-get update --allow-releaseinfo-change

However it didn't resolve the error.

I don't manually do anything apt-related, though there is a previous step where the setup-php action adds that 29th repo (https://ppa.launchpadcontent.net/ondrej/php/ubuntu). That step runs fine, it's only the playwright installation that's giving issues.
Is there perhaps an option to enable the --allow-releaseinfo-change flag in playwright's internal apt-get call?

There is no such thing. I see two options right now:

• run playwright install --with-deps before setup-php action;
• run playwright install-deps --dry-run and manually execute the command line with appended --allow-releaseinfo-change.

Added a subscription to this thread, not yet ready to change our entire CI pipeline (since its reusable workflows) to run a command prior to setup-php, because don't truly yet understand the root problem.

Following along as our pipelines broke as well this Monday with same exact errors.

Today the workflow is passing again without any changes. I still don't fully understand what happened, but it seems to have resolved itself.
