updated MarkupSafe version to fix a setuptools import error when installing requirements in virtual environment

This repo is also used as an example project for Python in the Azure DevOps tutorial here: https://docs.microsoft.com/en-us/azure/devops/pipelines/create-first-pipeline, which does not build with Python 3.7 or 3.8. |

Closing because requirements.txt contains only "Flask" now and this version change isn't needed. MarkupSafe should be pulled in automatically as flask dependency. |
