Deprecate the NativeModuleSample/csharp sample

Summary

After we create a new cs-lib NativeModuleSample (see microsoft/react-native-windows-samples#1000 )and after we are able to update the documentation to point to that version (see microsoft/react-native-windows-samples#999), we should deprecate / delete the csharp version.

Motivation

The new template will be the C# template and we won't need the old one anymore.
