Implement Linking `getInitialURL` API

Windows supports a variety of launch mechanisms, including Protocol (https://msdn.microsoft.com/en-us/windows/uwp/launch-resume/handle-uri-activation).  We should figure out the best way to pull in this launch context so it can be used with the Linking module.
