License clarification request

This repo has two different licenses, one in Readme.md and one in License.txt but doesn't give any further details. From reading past issues, it appears that each license covers different files.

Can you please clarify (as a change to the repo itself so it is helpful to others) which files are covered by each of the licenses?

(I'm particularly interested in the pre-signed certificate files and the post-signed DBX updates.)
