Add setting to make ScrollBar more visible #6044

Steps to reproduce
Scroll Bar does not show when running some command
Expected behavior
scrollbar should be visible and render the whole history of commands
Actual behavior
this is comparison between normal cmd and windows terminal , as u can see the scrollbar should be working as it is in cmd , but in windows terminal it's not
