Many types of file-based "go to definition" (ctrl-click) don't work with tsgo

I wasn't aware this ever worked; our language server only knows about TS and JS files. Did the old VS Code extension really serve requests from JSON files?

Not sure, but it definitely works without using tsgo

This was all handled by https://github.com/microsoft/vscode/blob/main/extensions/typescript-language-features/src/languageFeatures/tsconfig.ts, which is disabled with the rest of the code when the tsgo option is enabled.

@mjbvz Can we add this back in? I think the register call should be safe to also do when tsgo is enabled given this does not actually use tsserver, it seems.
