Pull Request Overview
This PR removes the unnecessary execution of the install-tools command in the CI lint job, as the lint task already handles tool installation automatically.
- Removed the "npx hereby install-tools" command from the CI workflow.
- Updated the lint job to only run the lint command.

There's no real reason to do this; the lint task automatically does this.
