Add compiler options to manage suppressions

When reviewing a REST API in TypeSpec, I would like the compiler (or something) to point out potential problems in the API -- a linter. TypeSpec has linters but allows linter messages to be suppressed with a #suppress directive. I'd like to see the messages -- not suppress them -- since this is often an area that needs careful review.

I wonder if we want an option to ignore a set of rule suppressions (by rule id) in addition to every suppression. Also listing suppressions would be useful, and identifying unneeded suppressions.

one thing we discussed previously was the ability for the compiler to report some stats of the compilation including how many thing were suppressed and maybe where. Maybe that's more inline with what we'd want here
