After rethink, now that python emitter already infer package-name from namespace if no set (e.g. here), we could replace package-name with namespace directly.

@ChenxiJiang333 I close Azure/azure-rest-api-specs#33441 and let us update in Azure/azure-rest-api-specs#32282 to replace pacakge-name with namespace of all existing tspconfig.yaml in main branch.
