Add Support for ClientOptions Decorator #9796
Description
We should add support in the emitter for the clientOptions decorator. We should start off with supporting this decorator on these types: https://azure.github.io/typespec-azure/docs/howtos/generate-client-libraries/12clientoptions/#overview and use the helper method described in the doc to parse the options. In addition, we should update the corresponding InputTypes and serialization code to handle deserializing this metadata.
