Bump typespec-client-generator-core to 0.69.1 and @types/node to 26.0.1, sync test overrides, and narrow api-version handling to string (TCGC 0.69.1 now allows a per-service map; unsupported for now). Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>

Bump Node.js dependencies for http-client-java.
@azure-tools/typespec-client-generator-coreto 0.69.1 and@types/nodeto 26.0.1; sync test package overrides.api-versiontostring | Record<string, string>; the per-service map is unsupported for now (TODO to support in a future PR), keeping compilation working.resolveApiVersionOption.
