Add debug tools installation.
Bind debug executable
Dependency: #44288

  • Changes comply with the maintainer guide.
  • SHA512s are updated for each updated download.
  • The "supports" clause reflects platforms that may be fixed by this new version.
  • Any fixed CI baseline entries are removed from that file.
  • Any patches that are no longer applied are deleted from the port's directory.
  • The version database is fixed by rerunning ./vcpkg x-add-version --all and committing the result.
  • Only one version is added to each modified port's versions file.

One thing I noticed when using this version of the port is that <installed dir>/debug/tools/python3 now contains both python3.12 and python3.12d, both being linked to libpython3.12d. Not sure if that is intended or not. Otherwise, works great for me. Thanks for the contribution!

It seems on Windows the behavior is different. There I don´t see any debug executable being built.

Edit: nevermind, this was due to the vcpkg-msbuild behavior which you fixed in #44288
