[ipgeolocation-cpp-sdk] add new port

Add the official IPGeolocation C++ SDK port.

Package:

• ipgeolocation-cpp-sdk 1.0.0

Upstream:

• https://github.com/IPGeolocation/ip-geolocation-api-cpp-sdk
• https://github.com/IPGeolocation/vcpkg-registry

What was verified locally:

• /tmp/vcpkg/vcpkg install ipgeolocation-cpp-sdk from the curated-registry branch clone
• vcpkg install from the live custom registry https://github.com/IPGeolocation/vcpkg-registry
• throwaway consumer configured with find_package(ipgeolocation CONFIG REQUIRED) through the vcpkg toolchain
• consumer built and ran, printing ipgeolocation-cpp-sdk/1.0.0

Notes:

• The SDK is static-library-only in the port for now.
• The package depends on curl and installs the exported CMake target ipgeolocation::ipgeolocation.
