Change http.proxySupport to "off" if C_Cpp.updateChannel "Insiders" isn't working

Looks like their latest release broke something. The auto-update from 0.20.1 to 0.21.0-insiders doesn't work.

This is caused by the "http.proxySupport" setting being set to "override" instead of "off" on VS Code Insiders, so changing that to "off" fixes it. I filed an issue at microsoft/vscode#65118 .

The latest VS Code Insiders release has fixed the bug...but it still affects users of the shipped VS Code if they happen to have the http.proxySupport not set to "off".
