c_cpp_properties.json squiggles don't appear for multiple occurrences of errors

Use something like

            "forcedInclude": [
                "0",
                "0",
                "1"
            ]

There's a squiggle on the 1st "0" and the "1", but not the 2nd "0".

Regression starting with 0.23.0.
