Temp files are sometimes leaked when there's a tag parser error with C_Cpp.loggingLevel at "Warning" or greater (on Windows)

Use C_Cpp.loggingLevel at "Warning" or greater and edit/save a .cpp file with // \\u.

The IntelliSense process may randomly inherit the temp file handle causing the temp file to fail to be deleted correctly.

I believe it only repros is on Windows.
