Always send Source request after LoadedSources request

Normally Source request is sent when retrieving the source whose sourceReference > 0, however, when LoadedSources request is sent and I send some sources (existing file paths) with sourceReference = 0, after I click the source list shown in vscode UI, Source request is sent.

Is this by designed or a bug? My vscode version is 1.23.1 and the OS is Windows Server 2012 R2.

By the way, is this the right place to report this issue or I should report in vscode repository?
