Investigate Xpra for the Code - OSS dev container

Xpra is a more recent application sharing and desktop sharing mechanism that boasts better performance and a built in HTML5 client. Currently the Code - OSS dev container uses VNC and noVNC given its ubiquity, but Xpra might be a better option.

This issue is tracking investigating using it as a replacement or an option for the Code - OSS dev container.
