A commit for 1.104 removed an entire part of the 1.103 release notes

I just discovered that a commit in September 2025 by @meganrogge, probably made for 1.104 (August 2025) removed 38 lines of the release-notes/v1_103 (July 2025). That change should probably be reverted, because the removed content is still relevant. This is the commit: e72daae.
