Revert #1483.

Starting Assumptions

• I am a user who does not want to use Copilot.

Use Cases

The Copilot extension installed in the extension pack appears to force AI features back on even if they've been previously disabled by the user. This is not acceptable behavior for an extension.

Expected Behavior

If the extension is in the pack, it does not force AI features back on if they've been specifically disabled by the user.

Actual Behavior

AI features appear to get re-enabled even if previously disabled by the end user.

I see that a new version was pushed up with #1500 in it.

Should this issue be marked as resolved and a new issue be opened in the vscjava.migrate-java-to-azure repository to track fixing the issue with re-enabling Copilot? Or should this issue be repurposed for that?
