Avoid creating new folders outside our existing ones

shellStartup created C:\Users\Daniel\.cmdrc, we should avoid creating folders like this and instead use the existing user data dir for cases like this to avoid cluttering the user dir.

Where ever the user data dir is for the instance of VS Code. C:\Users\Daniel\AppData\Roaming\Code - Insiders\User\<some folder> on my PC. The reason for not using the .vscode-insiders/ dir is because it includes the version number so it's unstable.

@eleanorjboyd Not currently with cmd, for cmd we don't have shell integration file in core atm.
We could have user data dir, but would have to figure out how to make sure to run them on every instance of cmd people open from vs code.
