Improve `Add existing project` with regards to VS Code workspace rules

`Add existing project` doesn't allow you to add a folder outside of the existing VS Code workspace but the current flow allows users to try to select something. We should lock this down to only within the existing workspace or provide some modal that asks to add the folder to your VS Code workspace.
