There's a gap in issue hovers where the hover disappears

If I move the mouse quickly I can get onto the issue hover, but it seems it can sometimes disappear if I move it more slowly.

I am not able to reproduce this, no matter how slowly I move the mouse or how much I zoom in. Moving to July to investigate.

May be related to having a high-dpi display on Windows specifically?

May indeed be Windows + high-dpi display related. I don't have a high-dpi display at home. Will investigate the next time I have access.
