Split view traversal

• VSCode Version: 1.49.1
• OS Version: Ubuntu 18.5

Steps to Reproduce:

1. Side split view press ctrl+ click to go that function definition.
2. Then pressing ctrl+alt+= not getting back to that file which got ctrl + click in split view.
3. Instead it'll get back in split view file that's opened in left. Note: above operation held in left side view both opened same file.
4. Operation happened in right view of file.

Does this issue occur when all extensions are disabled?: Yes/No
No, I think it's not caused because of extensions.
