Improve user experience when settings sync requires client update

This seems like terrible UX to me and certainly not what I want to see what I first open VS Code on another machine, though if we do stick to this, we could lessen the impact by tuning the notification so that it's not an error and maybe wrap it into the regular actionable update notification.
