Open Folder (Ctrl + O on Windows) does not respect terminal.integrated.cwd setting

• VSCode Version: 1.52.1
• OS Version: Ubuntu 20.04.1 LTS

Steps to Reproduce:

1. Set "terminal.integrated.cwd" setting in .config/Code/User/settings.json to a valid path
2. Open a new terminal and the current directory will be set as per the setting above
3. Open a folder or workspace from the menu and the current directory will be the user's home directory

Does this issue occur when all extensions are disabled?: Yes/No

Have made this a suggestion instead, as judging by the name, the setting mentioned is only supposed to control the terminal functionality.
