Not enough vertical space for horizontal scrollbar leads to unnecessary vertical scrollbar, EG in "Open editors" view.

Steps to Reproduce:

  1. Enable horizontal scrolling
  2. Create some files which require horizontal scrolling
  3. Observe unnecessary vertical scrollbar in "Open editors" view (see screenshots below)

This seems to have been automatically closed in issue #67441 by vscodebot, but I don't think it should have been, and I don't know how to re-open the issue.

As stated by olegbl, "To solve both issues, what needs to grow by the height of the scroll bar is the container not the content."

This issue is quite annoying, and has been around for a while, so would be great if it could be fixed!
