Icons missing from custom view title bars in latest Insiders #115233

Issue Type: Bug
In the latest Insides build, the icons for commands in the view title bars are missing. Clicking where the icon was still activates the command, so it's an issue of the icons not being visible. It could be a regression due to #114438 which seems related.
