Editor toolbar should flow primary actions into the "..." when space is little

Once the amount of contributed commands gets really long, in narrow views you lose the tab:

Totally, and we can probably do that from the layout method that already needs to know all the widths for tabs here:

This would make the layout a bit more complex because for example when tabs wrap, there is extra code that ensures we stop wrapping when the editor toolbar is too large.

I would probably only tackle this once we have figured out wether the editor toolbar remains next to the tabs or wether it get's it's own dedicated place.

Easier to control now for the user via the cool option to hide actions.
