SCM activity badge count does not decrement when extension disposes a SourceControlResourceGroup

Issue Type: Bug

A source control extension I develop dynamically creates and disposes SourceControlResourceGroups and the SourceControlResourceStates within them. When these are added the count displayed as a badge on the SCM activity icon increments, but when they are disposed the count fails to decrement.

I will submit a PR.
