settings sync stopped prompting for password unlock at startup

Issue Type: Bug

vscode used to prompt for a password at startup, I believe for the settings sync and online account functionality.

this prompt is no longer happening since I updated, and vscode is using 100% CPU sitting idle at startup. I also see "[Error - 14:47:30.110] Getting token failed: Error: Cannot get password" in the Microsoft Authentication output
