Previously opened folders not being reopened on macOS

• VS Code Version: 1.55.2
• OS Version: macOS (M1) Big Sur 11.2.3

Steps to Reproduce:

1. Open a folder in VSCode File -> Open...
2. Close VSCode with the red traffic light button
3. Reopen VSCode
4. VSCode does not reopen the folder and "Untitled-1" is present.

Does this issue occur when all extensions are disabled? Yes

I additionally checked for any related settings and found window.restoreWindows, but it was already set to all and the behavior is the same when changing it to any other value.

Edit: After further testing, it reopens the window VSCode is permanently closed via cmd + Q or by right clicking the VSCode icon and clicking Quit
