Workspace Trust - Workspace file save location very slow to be added to workspace trust

When I followed the test plan's instruction for saving the workspace file, I got a notification about file create provider that sat there for maybe a minute or two. I had the workspace trust manager open at the same time, and it took over a minute before the new folder to show up in the trust manager.

I spent quite some time investigating this one and it is the case that the renderer spends its time waiting for file participants in the ext host until it times out at the default of 60s. However, I could not diagnose what is happening on the extension host side that would cause the issue.

@sbatten, were you able to reproduce the same issue when trying to save a workspace file with workspace trust disabled?

@lszomoru no I could not. I thought it might even be related to restarting the extension host multiple times and I tried that but still no luck, so it seems something related to trust specifically.

I am not able to get a consistent repro but I will do some more testing next week during endgame.

hmmm i could repro 100% a few days ago, but now it does not repro.
