Visual glitch on macOS when hovering over button in status bar when window not in focus

Issue Type: Bug

When vs code is not in focus on macOS (Big Sur 11.3.1) and one hovers over a button in the status bar, the button will get highlighted and quickly become unhighlighted again when it realizes it is not in focus.

Steps to Reproduce:

1. Put VS code out of focus
2. Enter the buttons on the status line a couple of times from bellow with the mouse pointer to reproduce

VS Code version: Code 1.56.0 (cfa2e21, 2021-05-04T22:06:21.189Z)
OS version: Darwin x64 20.4.0
