Notebook trust prompt shown for files in trusted workspace

Does this issue occur when all extensions are disabled?: No

• VS Code Version: 1.57.0-insiders
• OS Version: Win 10

Steps to Reproduce:

1. Open a new workspace/folder in VS Code and classify as trusted workspace.
2. Open a Notebook within the workspace and check whether the "Notebook trust" toast notification is shown.
