Highlight Line overflows to scrollbar

Does this issue occur when all extensions are disabled?: Yes

• VS Code Version: 1.57.
• OS Version: Windows Feature Experience Pack 120.2212.2020.0

Steps to Reproduce:

1. Open VSCode
2. The highlight line box goes into the scrollbar area. There does not seem to be any relation between the highlight and the scroll position. I think it should be omitted from the scroll area, or a flag be added to omit it.
